Every Georgia city has been through it. The city hires a consultant, holds the public meetings, and spends a year building a comprehensive plan. Council adopts it, and everyone agrees it is a good plan. Then very little happens.
Plans rarely fail because the vision was wrong. They stall because nobody owns the next step. The plan names projects, but it does not say who will pay for them, who will negotiate with the developer, or who will keep the work moving when staff turns over and council priorities shift.
Most stalled plans hit the same three walls. The first is money. Cities know what they want to build, but they have not matched each project to a funding source such as a Tax Allocation District, a special district, state and federal grants, or a public private partnership. The second is the deal. Developers do not respond to plans. They respond to sites, numbers, and a public partner who can move. The third is capacity. Economic development staff are often stretched across recruitment, retention, permitting, and board work, so implementation slips to the bottom of the list.
Implementation starts by choosing the first two or three projects that can move in the next 18 months. Each one gets a funding strategy, a timeline, and an owner. From there the work is negotiation, financing, and follow through until the project is financed and built.
That is the work King City Advisors does. Our founder Artie Jones III spent more than 30 years leading economic development from inside Georgia city halls. He created College Park’s first Tax Allocation District, which was projected to attract more than $1.5 billion in private investment. He also helped bring the city’s first downtown mixed use development to life at $93 million. We have sat in your chair, and we know what it takes to get from adopted to built.
